So allow me to speculate. For one thing Delta said the last time he was on that we dont know for sure if there will be a Mosul announcement or it will just be that it; the rate shows up. He said it could be an announcement OF BOTH. Paraphrasing. Fact is, no one knows for sure.
No enter the passing of a reveared General today. That could have put it off out of resepect.

Trade: 500 dinars per person instead of 250 as of May
The Inspector-General of the Ministry of Commerce in Basra, Iyad al-Jabri, on Thursday, that the official price of the share of each member of the ration card items rose to 500 dinars as of 1 May 2017 .
Jabri said that the Ministry of Commerce obtained the approval of the Economic Affairs Committee in the Council of Ministers on the proposal of the Ministry to raise the price of the share of one citizen of the ration card items from 250 to 500 dinars, and from 1 May 2017.
He pointed out that the proposal came on the basis of Article 25 of the federal budgets for the years 2016 and 2017, which stipulates that allow ministries to pay service fees .
Al-Jabri confirmed that any of the ration items will be distributed to citizens before that date will be calculated according to the previous price of 250 dinars, stressing at the same time that the regulators from the Office of the Inspector General in the Ministry and the Department of Trade and Finance, Agents of the materials in terms of manipulation of the quality of the ration card items or prices .
